Title: BLM GIS Specialist
Start/End Date: June 3rd, 2019 - August 23th, 2019
Stipend:  $560/week (+Education Award) 
Term:  12 weeks 
Reports To:  Bureau of Land Management - Royal Gorge Field Office

Program Overview: 
 
The Bureau of Land Management (BLM) manages public lands to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. The Royal Gorge Field Office GIS department provides GIS support to all Field Office Resource Specialists for their geospatial data gathering, analysis, and mapping needs. This department supports mobile device field data collection by developing digital field forms for use in the Survey123 app; designs geodatabases for publishing to ArcGIS Online feature layers used in web maps by the Collector app; and assists staff in analyzing and organizing field data. GIS department members provide basic GIS and mobile device field data collection training to Field Office staff.
The Individual Placement (IP) will perform basic to advanced geospatial analysis using geoprocessing tools and scripts, the outputs of which provide information to support land management decisions. The GIS internship project will be multi-faceted and have the need for flexibility as new priorities arise. At it's core, the project will produce multiple digital forms of various themes for use int he Survey123 mible app, design multiple custom geodatabasese appropriate for publishing to feature services in ArcGIS Online and produce improved quality of spatial and tabular features of critical datasets. The IP Essential functions and responsibilities include but are not limited to:
  • Survey123 - Design survey to support mobile device field data collection
  • Use Microsoft Excel to design surveys for deployment in Survey123 mobile app
  • Use Survey123 Connect desktop software to convert Excel files to surveys
  • Follow established workflow to accurately complete survey metadata, filed completed survey, and have surveys published
  • Training provided:
  • Instruction videos on Survey123 available through Youtube
  • One-on-one study of existing surveys
  • Collector - Design geodatabases and tile packages to support mobile device field data collection
  • Use ArcMap to design geodatabases applicable to collecting accurate field data
  • Follow established workflow to accurately complete geodatabase design, metadata, filing structure, and have geodatabase published to ArcGIS Online as a feature layer
  • As AGOL roles permit, create web maps and share with appropriate groups for use in Collector mobile app
  • Create new or update existing tile packages as needed for use as background maps in Collector app
  • Training provided:
  • ESRI self-paced course on geodatabase design, including relationship classes and attachments
  • One-on-one study of ArcGIS Online existing content and maps
  • ESRI courses on creating tile packages
  • Field study of Collector on mobile device
  • Mobile Device - Provide user support for mobile device field data collection
  • Device Trouble Shooting - become proficient with WiFi-only Samsung Tab A and S2 tablets and provide support to device users. May also assist iOS and other device users. This includes updating apps, installing tile packages, etc.
  • Collector use - become proficient at deploying Collector on WiFi-only Samsung Tab A and S2 tablets and provide support to device users. May also assist iOS and other device users. THis includes understanding concepts critical to collecting field data in a disconnected environment.
  • Training provided:
  • One-on-one study of mobile devices
  • Field study of Collector on mobile device
  • Provide operational support for GIS projects within the Field Office
  • Generate/maintain geospatial data and evaluate it for spatial and tabular accuracy and quality
  • Generate, modify, and/or evaluate metadata
  • Generate data for publishing to online services
  • Work with a diverse group of resource specialists, planners, and managers
 
General Qualifications: 
  • Participant must have completed coursework or projects in GIS and demonstrate proficiency using the current suite of ESRI ArcGIS software and extensions (i.e. ArcMap 10.x, ArcGIS Online) to develop and analyze spatial information with GIS and to product high-quality maps using cartographic design principles.
  • Participants must have experience with geoprocessing and GIS analysis concepts and a tools. 
  • Participant must have practical knowledge of appropriate geodatabase design and management principles.
  • Participant must be proficient in Microsoft Excel.
 
The successful applicant must be  self-motivated and able to work independently with limited supervision after the initial training period. The applicant must be able to maneuver and operate in a mixture of office and field work. This can include long periods of standing or walking on rough, uneven ground, bending, crouching, and stooping. Prior to starting this position a government security background clearance will be required. 
 
 
Preferred Qualifications: 
  • Developing forms for Survey123 using Microsoft Excel is a plus.
  • ArcGIS Online, ESRI Collector, and ESRI Survey 123 experience is a plus.
  • Python scripting experience is a plus.
  • On the job experience using ArcGIS software is a plus.
