Position Description:
The Tennessee Military Department is currently accepting resumes for the position of Tennessee Volunteer Challenge (TNVCA) Cadre Supervisor Assistant.  The Cadre Supervisor Assistant will work under the general supervision of the Tennessee Volunteer Challenge Academy's Cadre Supervisor to help coordinate and supervise the personal development and non-academic skills training of youths enrolled in the Academy. Under the direct leadership of the Cadre Supervisor, this position will serve as the direct line supervisor of six (6) Shift Supervisors and 22 Team Leaders responsible for the security, welfare and development of corps members; directs maintenance and other activities in and around facility. The following examples of work performed for positions in this job class are intended to reflect essential functions of the position.

Program Mission:
The mission of the TNVCA Program is to intervene in and reclaim the lives of 16-18 year-old high school students who are at risk of not graduating with a diploma; producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive citizens. 
The program consists of 22-Week Residential Phase where students live on campus, attend school & earn HiSET (GED) or enroll in Credit Recovery and learn life skills to succeed. The Post-Residential Phase is 12 months and is designed to help the student become employed, enlist in the military, or join the workforce while communicating monthly with TNVCA Case Manager and a mentor in their home community.
Essential Job Duties:
  • Schedules and assigns duties and work projects to Cadre Shift Supervisors, and Team Leaders; inspects work for completeness and corrections; imposes disciplinary actions when required; assists with the training of Cadre Shift Supervisors, and Team Leaders.
  • Assists with the evaluation of each TAC Team’s overall behavior and adjustment; exchange information and views with other TNVCA personnel; presents oral and written reports at staff meeting.
  • Assists with the instructions and supervision of the instruction of corps members in various personal, vocational and recreational activities and physical training; offers assistance and practical advice to corps members; determines minor disciplinary measures when necessary.
  • Supervises the daily activities and schedules of all teams; assists corps members in adjusting to TNVCA rules and regulations; works closely with Instructors and Counselors.
  • Supervises/coordinates movement of corps members to and from classrooms, dorms, work details, etc.
  • Assumes responsibilities of TNVCA Cadre Supervisor in his/her absence.
  • Schedules and manages up to 28 Cadre.
  • Coordinates with TNVCA Nurse and assists with medical runs and medication distribution as needed.
  • Implement the Control/Choice Therapy procedures as presented by the TNVCA Director.
  • Ensures Cadre staff, as well as, Cadets adhere to established safety standards.
  • Performs other duties as assigned or as directed.
Preferred Qualifications:
  • Honorable military service which included attainment of the rank of Sergeant First Class (SFC/E-7) or higher
Minimum Qualifications:
  • Bachelor’s degree in business administration, public relations, or related field and three (3) years’ experience in work related to the above described duties, OR High school diploma or high school equivalency AND six (6) years’ experience in work related to the above described duties.
  • Ability to communicate effectively both orally and in written communications.
  • Knowledge of office practices, programs, and be able to use common office equipment.
  • Ability to work with little supervision to produce required quota vital to success of program.
  • Requires the ability to establish and maintain consistent lines of communications with cadets
  • Requires ability to analyze and evaluate the progress and development of assigned cadets and present verbal and written reports detailing that progress as necessary.
  • Requires the ability to enforce safety and security.
  • Must complete annual first aid and CPR training/re-certification conducted through TNVCA.
  • Must be willing and able to periodically travel in and out of state for up to one week at a time
  • May be required to attend mandatory Youth Challenge staff training courses upon request (up to one week each) and/or on the job training at other National Guard Bureau Youth Challenge Programs (up to 2 weeks).
  • Possess a valid state driver's license, to include a Driver’s License Validity Check every six months as outlined by the State of Tennessee Operation of Motor Vehicles by State Employees Policy #12-056, and in order to meet the requirements of the TNVCA.
  • Upon request, must be willing and able to transport and accompany cadets on tours, special events, and educational field trips.
  • Must be able to operate a motor vehicle to travel to various work sites and other areas for supplies.
  • Must be willing to work beyond established regular state business hours/days of operation when necessary to accomplish program activities and requirements, including, but not limited to, responding to emergency situations in a reasonable amount of time when they involve cadet health, safety, or security.
  • Must comply with State Department policies and other procedures governing workplace conduct of state employees.
  • Ability to fully participate in physical training with Cadets, including but not limited to: marching, cadence, Military Drill and Ceremony; emergency response testing; physical fitness test instruction/demonstration; 15 minute continuous running without stopping; walking or speed walking; bending; reaching; stooping; push-ups and sit-ups and standing for extended periods of time.
  • The job duties require an employee to work under stressful conditions.
  • Must be willing and committed to following the NGYCP-CA Hands-Off Leadership Guidance which states in part that no Staff member may touch a Cadet in an aggressive manner for any reason, or use abusive language as a means of discipline or coercive leadership. Hands-Off leadership prohibits Staff members from using unprofessional language, including profanity, vulgarity or off-color jokes when interacting with, correcting or motivating Cadets. The uncompromising standard for behavior and language on the part of Staff is nothing less than complete transparency and total professionalism.
  • Employee will undergo an extensive background check.Applicants for this position must be willing to be fingerprinted for the purposes of the completion of a TBI/FBI Criminal background check; applicants must authorize release on any investigative and criminal records obtained by the Federal Bureau of Investigation to the Tennessee Military Department.The data may be used in the initial employment appointment process to evaluate eligibility for employment.
  • Must be willing and able to participate in periodic background checks in accordance with Department policy.Failure to successfully complete any required background check may be cause for termination.
Helpful Knowledge, Skills, Abilities, and Competencies (KSACs):  
  • Knowledge of military or quasi-military structure, atmosphere and procedures.
  • Two (2) years’ experience in work related to the above described duties.
  • Familiarity with Microsoft Office Suite
