Court Operations Associate, Hennepin County, Criminal Division I (3 positions)

Hennepin County District Court is accepting applications for three Court Operations Associate openings in Criminal Division I, C-11 and Public Safety Facility (PSF).
 
Court Operations Associates work individually and in teams on a variety of administrative assignments that require dedication to providing customers with a professional court experience; an eye for detail; and excellent communication, time management and technological skills to match our fast-paced, high-volume, electronic environment. This is a diverse, professional environment that promotes equity for all court staff and court users. 
 
The Criminal Division I teams are located in downtown Minneapolis:
  • Hennepin County Government Center: 300 South 6th Street, C-1153 (eleventh floor)
  • Public Safety Facility: 401 South 4th Street, Suite 134 (first floor)
These AFSCME-represented positions are classified as a Senior Court Clerk, with a working title of Court Operations Associate. The core hours for these positions are 8:00 a.m.-4:30 p.m., Monday-Friday, but may vary depending on the assignment and operational needs within Division I. These positions are currently working both on-site and remotely, depending on business needs. Expected starting salary for external candidates is $20.44 per hour.

Example of Duties
  • Serve as courtroom clerk in high volume, fast-paced courtrooms calling cases, administering oaths, and both recording and updating court outcomes timely and accurately
  • Communicate with the Judicial Officers, Court Reporter, and justice partners for clarification during court proceedings
  • Provide information regarding case outcomes, court procedures, forms and documents, and court dates over the phone, via email, in the courtroom, and at the front counter
  • Respond to requests from the Bureau of Criminal Apprehension, Department of Public Safety, and other agencies
  • Interview in-custody and out-of-custody defendants to determine Public Defender eligibility
  • Prepare and scan documents for electronic imaging
  • Work with cases/documents from electronic workflow queues
  • Initiate criminal court cases in the Minnesota Court Information System (MNCIS)
  • Review and process complex legal documents
  • Update criminal case information in an accurate and timely manner
  • Schedule/reschedule court cases and contact parties involved
  • Prepare and distribute court calendars
  • Receive payments and processes financial transactions into MNCIS
  • Prepare, validate and issue warrants and subpoenas
  • Prepare workhouse and Department of Corrections commitments
  • Process criminal expungements, post-conviction reliefs, appeals, trial exhibits, and other duties as assigned
Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE:
  • High school diploma or equivalent.
  • Six months of recent experience in a highly technical administrative position (for example: court clerk, legal assistant, medical billing specialist).
  • As these positions will be working partially remotely, access to reliable internet connection is required during this time.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
  • Demonstrated ability to transition from one assignment to another with ease.
  • Ability to multitask and prioritize work duties, work well under pressure, and work in a high-volume, fast-paced environment.
  • Ability to communicate effectively in writing and verbally with attorneys, probation officers, court staff, judicial officers, and the general public.
  • Proficient in Microsoft Office Suite and other computer software with the ability to develop/create and revise court forms and monitor, reproduce, and order forms as necessary.
  • Ability to process financial transactions accurately with an eye for detail.
  • Excellent customer service and interpersonal skills, including the ability to de-escalate difficult customer interactions.
  • Ability to remain flexible and adaptable to changes including assignments, procedures, and new initiatives.
  • Self-motivated.
  • Team-oriented, with a positive attitude.
  • Ability to work in an inclusive, multicultural environment that values diversity and relationships.
  • Ability to professionally exhibit cultural sensitivity, patience, and understanding in the course of work duties.
PREFERRED QUALIFICATIONS:
  • Paralegal, Associate, or Bachelor's degree in Criminal Justice or related field.
  • Proficiency in a second language other than English.
  • Extensive knowledge of current Criminal Division policies, procedures and processes with a high proficiency in criminal case initiation and criminal courtroom clerking.
  • Experience with document imaging, indexing and working with cases/documents from electronic workflow queues.
  • Detail-oriented with the ability to continuously learn and retain new material, concepts, and ongoing procedural changes.
  • Well-organized and analytical.
